How often should I feed the shrimps if there are no algae in the tank?
I have 21 of them in total, 10 adults and 11 babies.

Once a fortnight should be fine for that quantity of shrimp, you don't want to foul the water with the babies being in there as they can be way more sensitive compared to the adults.

Okay! Thank odin!

Also, what does it mean when they are all swimming around, near the water surface? Are they hungry?

They will be eating the biofilm which grows on the surface, perfectly normal.

I have not fed my tank for months. My small ones are growing fine. In fact they all seem to be much redder than before.
