Yes it can, it's very good stuff to use when starting a tank and when introducing shrimp into your tank. I've used it from cycling s tank to fortnightly dosing for keeping the parameters correct and all the shrimp are fine with it (Also got a berried female).

You can do without it if you wish as its not a necessity but it's an additive that keeps things heathy.

You cannot over dose the tank either which is a plus also. It's nice to have some incase you get an ammonia or nitrite spike for what ever reason in emergency situations.
